Why Is Accommodation Tax Paid at the Property? A Few Honest Thoughts from Your Hosts

November has arrived, and the mornings and evenings in Karuizawa are growing colder. Thank you, as always, for choosing Ichidaya Ryokan.

Today, we would like to explain the accommodation tax payable when you stay with us—and share a few honest thoughts from our side of the front desk.

“I already paid for my stay on the booking website. Why is there another payment?”
“Isn’t this different from the price shown on the booking website?”

We sometimes hear these questions when collecting accommodation tax. If you expected the displayed price to cover everything, it is understandable that an additional payment might come as a surprise.

To help explain why this happens, let us start with the difference between your accommodation charge and accommodation tax.

Accommodation Tax Is Money We Collect on Behalf of the Local Government

Karuizawa Town introduced accommodation tax on June 1, 2026. This local tax supports efforts to enhance the town as a visitor destination and create a comfortable environment for everyone who visits.

Accommodation providers are responsible for collecting this tax from guests and remitting it to the local government.

Accommodation tax is not revenue for the property. At Ichidaya Ryokan, we remit the full amount collected—including the Nagano Prefecture portion—to Karuizawa Town.

We list it separately from the accommodation charge to distinguish the payment for your stay from the tax payable to the local government, not to make our room rates appear lower.

Cancellations Are Another Reason to Keep the Two Amounts Separate

Accommodation tax applies to an actual stay, not simply to making a reservation. If your reservation is cancelled and you do not stay, no accommodation tax is due, even if a cancellation fee applies.

For example, if a cancellation fee were calculated directly from a total that included accommodation tax, the calculation would also include a tax amount that is not actually due.

To avoid this confusion and handle cancellations correctly, accommodation providers need to keep accommodation charges and accommodation tax separate.

Accommodation Tax May Still Be Due Even If You Have Already Paid for Your Stay

Even if you have paid for your accommodation in advance through a booking website, any accommodation tax not included in that payment must be paid at the property.

At Ichidaya Ryokan, we confirm the details of your stay and collect accommodation tax at check-in.

This is not a second charge for your room or an increase in the room rate after your arrival. It is a tax arising from your stay that accommodation providers collect from guests on behalf of the local government.

We Do Not Add Consumption Tax to Accommodation Tax

Amounts clearly identified and separately recorded as accommodation tax are excluded from the amount subject to consumption tax.

For example, if your accommodation tax is ¥200, we collect ¥200 in accommodation tax. Keeping accommodation charges and taxes separate is an important part of handling our guests’ payments correctly.

A Few Honest Thoughts from Your Hosts

To be honest, asking for a separate accommodation tax payment sometimes causes confusion for our guests, and we can feel a little uncomfortable having to explain the extra payment.

The tax we collect is not revenue for our inn; we remit all of it to Karuizawa Town. Between explaining the tax, collecting it, and sending it on, it has certainly added a little more work for us too—we have to smile about that!

We appreciate that this also means an extra step for our guests. It means a great deal to us when you understand the role accommodation providers play in this process.

We will continue to explain things as clearly as possible so that you can relax and enjoy your trip. If you have any questions, please feel free to ask us.

Winter is approaching in Karuizawa, so please remember to bring a warm coat. We look forward to welcoming you.
